ABSTRACT: Debates on tax policy in Canada rarely, if ever, consider the administrative arrangements that operationalize it, and yet these same arrangements reflect and shape relationships between citizens and their elected governments, between private and public interests, and between governments in a decentralized federation. Drawing on her research on tax expenditures, on non-filers, and more, Dr. Robson will argue that the tax system provides a key window into Canadian politics, social policy, intergovernmental relations and the infrastructural capacity of the Canadian state.
DR. JENNIFER ROBSON is an Associate Professor of Political Management at Carleton University. She has held senior roles in both the Government of Canada and the volunteer sector, and her applied research in social and tax policy focuses on the financial lives of low鈥� and modest鈥慽ncome Canadians. Her work has contributed to several significant policy changes.
